I need online and offline SEO done on my client's website

My client currently has an SEO 'expert' doing his SEO and he's paying a monthly amount. I don't know exactly what this guy is doing which is what worries me as it could be anything. I'd like a really good proposal for on page and off page SEO, back links etc and for you to demonstrate what it will achieve and provide weekly reports/updates on progress. I've given a guideline price for monthly input so it's ongoing work but I have promised my client that I will improve on this! So please don't come in higher as they really don't have the budget.
