I need a simple e-shot design converted to HTML

Extra notes: I need a simple e mail newsletter design converted to HTML for sending in emails. It's a really small job, should take 1-2 hours max. I have attached a rough sample in JPEG. I will provide the final version of the JPEG and PSD to whoever I choose to do the job.

Please only bid if you will complete the job in a maximum of 2 hours after proposal approval. My client is not paying much for this so I'm sorry if my budget offends you.

If I like your work I will refer all my clients to you for all development jobs, as I can only do design.
