I need a professional 1 page website Design

General information for the website: We do Graphic design, i need the site to be converted from PSD to HTML 5.
Kind of development: New website from scratch
Num. of web pages/modules: 1
Description of requirements/features: The website is a responsive 1 page design, i need it to be able to have multi-scroll options and have video playback options within the one page.

Basically the one page is broken down into:
about us
Portfolio
Videos
Services.

The only parts of the site that are responsive is the images in the background, image at the top with the arrows to scroll different photos.

Portfolio, i want the images to click out and scroll through all the photos, this will have a scroll down option.

The video section, this will be the same only playing videos.

the services are not responsive, but there will be a contact form which i need it to be linked to my email account, plus facebook and twitter links.
CMS and Admin requirements: I want to be able to edit the images in the background, edit the text on the site, embed videos, upload portfolio images, using multi-upload so i don't have to select one at a time.
Extra notes: This needs to be done quickly and professionally, if you do a great job you will go on coding every website we take in as a business. Someone with excellent english is essential.
