I have a building map I need broken up into different website links/pages

I have a high quality map available in both PDF or JPG which I need broken up.

The map has a number of buildings/locations and I need each one to be a separate clickable link by clicking on the outline of the building.

Once I click on the link it will take me to another page for that location.

The outcome for this would be to have a main website http://www.test.com/map where I see the entire map as it is now, but I can click on any of the buildings on the map and go to http://www.test.com/map/building1

I'll add the information to each page for each building but the majority of the work is to break up the map and then link to new pages. There are approximately 70 buildings so I'd need the main page created + one for each building.

Wasn't sure about the amount of time required but for a professional I would think 1-2 hours should cover it?
