FILES.in - Complete website/software development and launch!

Description of requirements/features: I am the owner of the FILES.in domain name and I am looking to develop it.

I have a limited budget but looking for quotes for helping me to create and launch this site. I already have hosting but I am wanting help with everything else from design, development, social network integration to SEO, to create a website (also apps under the same name) and online software that enables end users to convert various files. I want to create something similar to zamzar.com but more specifically attuned to the Indian market and better looking of course!

I was also thinking of integrating the services of a cloud space reseller account on the site too. If you can offer me other ideas of what I could do with FILES.in to generate profit, then that would also be much appreciated! Thanks!
