DEVELOPMENT OF EMERGENCY HELP APPLICATIONS

I need an EMERGENCY HANDHELP Application for all platform. It will be a replica of www.app-sec.de (Please download to your mobile phone and test). Once you can understand this, then 95% of the work is understood except for other office management and Mobile CCTV API add-on stuff that will be just 5% percent. We have over 30 states and we want each state to handle the emergency as the user send a request from a particular state or LGA. That means, the apps should be geolocation based. It has to be decentralised to enable the emergency responders manage the callers. Also for users that have no smart phone, the apps should allocate a button on the keypad to call the emergency office. The apps should be ready to be integrated with phone calls, E1, IP PBX, Skype, etc. Country population is large and therefore the apps should be strong enough to handle emergency calls. At the control room, we are expected to chat, callback to GSM, Landline, Skype etc with seamless integration. Messages inform of report and email can be done as well.

I need professional that is mindful of security and take his job serious enough to provide a full 6months support to fix bugs etc and also give us all source code and ready for future upgrade and modification. I will be for only those who has done similar jobs with references please. Developer should be able to use AI and think out of box to solve various emergency problem without my advise.
