Develop Lottery website

One page Website for weekly draw that players can register (basic contact details) and then pick 4 numbers (from 1-24 listed) and pre pay for 13/26/52 weeks ahead (payment gateway integration required).
No extra website sections required.
When the numbers are drawn the database will be searched to identify the winner(s) that week.

No budget set, but this is for a non-profit community club so lowest price possible - we don’t have a massive commercial lottery budget!!
