Design & Develop a Micro-site or landingpage

General information for the website: We need a microsite/landing page to promote a small project
Kind of development: New website from scratch
Num. of web pages/modules: 1 page design (multiple pages)
Description of every page/module: The initiative is called ‘I am Pro Europa’ and it is a collection of photos and personal statements, made by people who want the UK to stay in the European Union.

Each person has provided a photo and a short (75 word) statement and we want to publish these on a website/landing page.

The page should rotate showing one photo and one statement per page.
..and on the page should be a box inviting people to join us and share the site/page.

So, on each page we need:

Photo (could be full screen)
Personal statement - approx 75 words
Box to join/subscribe/share

This could be done in Wordpress, but its not 100% essential. We just need some way to add new pictures and statements each time they are released.
Description of requirements/features: Something like this would be great: https://www.wetransfer.com/ (if you refresh the page, you will see that the background changes but the "Terms and Conditions" box remains static.
