Customised Search Engine

We need a search box which will search a single client file for terms placed in the search box. If it finds that term on a line it will display a link to the corresponding website.
ExampleText file:-
Ink Cartridges, basingstoke, www.inkcartridgesareus.com, Ink Ltd
computers, Wigan, www.computersareus.co.uk, Computer Systems ltd
basketball,football,cricket,Northampton,www.allkindsofsports.co.uk,Sports(UK)
computers,Northampton, www.Northhamptoncomps.co.uk, NorthSystems Ltd
....
etc

So if a search term of just computers is entered, the results page will show:-

Computers Systems Ltd, Wigan, www.computersareus.com
NorthSystems,Northampton, northamptoncomps.co.uk

and obviously if a search term of just Northampton the results page will show:-

Sports(UK),Northampton,www.allkindsofsports.co.uk
NorthSystems,Northampton,www.Northhamptoncomps.co.uk

Multiple search words may be used such as computers and northampton for instance. Also as can be seen from the Sports(UK) example, their may be 1 or more search words.

The text file needs to be editable perhaps as a spreadsheeet and saved in CSV format. We can then edit it and upload to the web when changes are needed.

Perl may be ideal for this.
