Custom Wordpress Theme (4-5 single page layouts) with WP Fullpage Plugin

Hello Freelancers,

I want to develop a website with https://de.wordpress.org/plugins/wp-fullpage/ WP Fullpage Plugin. What I need is a custom theme for wordpress. It will be a simple page with a header (with logo and menu), content (4-5 specific single page layouts) and a footer. What I`m looking for, is a developer who can work into the code of WP Fullpage Plugin and create a lightweight, clear and easy to maintain custom theme for me. Specification as attachment in this message. Fine tuning on css and content will be done by me, you just have to create all necessary elements as specified by me. Main work will be php, js and css.
