Cron job, php website - data caching service

The purpose of this service is to request XML data from a primary source website and store it in an intermediate website for access by multiple end user mobile apps & websites.
The data is an XML stream; there are 3 different XML streams and could more in the future.
The XML will need to be requested via a URL, (a) checked to ensure it is complete and valid XML and then (b) persisted to disk and (c)stored in cache.
A mobile app or website will access the cache and each of the XML files.
A web page will be required to:
Configure the service (primary source website URL’s)
Set the frequency
Stop/start the service
View the cached data
View the persisted historic data

Help will be required with deployment and configuration of the server onto an appropriate server.
