Create a website that people can sign up to and generate program code without coding

We would like a good looking, visually appealing and fast website developed that does the following:

(The development will be on Windows - a server will be provided with access over the Internet. You can use any technology you wish - Ruby On Rails, Angular.js, Node.js, CakePHP, etc)

(1) After a customer signs up for a free/paid account, allow that customer to design small applications without knowing how to code. In other words, people can use drag and drop tools to create a small application (full details will be provided when you accept a Non-Disclosure agreement) and behind the scenes code is generated automatically.

(2) Full details will be provided of the code syntax - it's a 4GL (4th Generation Programming Language), which is very easy to use.

For example:

A user selects a block called "IF THIS, THEN DO THAT" and another block called "Give X the value of 5 when Y becomes 4". The following code will be generated behind the scenes:

IF (Y==4)
THEN
X=5;

(3) The code is then saved on the server under the Customer's profile.

(4) The code is then compiled using a command-line compiler (again full syntax will be provided) via a script called when the customer clicks on "Generate and Compile Code". The resultant executable is then run on the same Windows Server hosting the website and the results displayed to the customer via a webpage. (The executable will automatically output the results in a text/HTML file, which can then be displayed to the customer via a webpage.) The customer can then have the option of downloading the results and/or the executable file that was compiled using the compiler, depending on the customer's subscription level (Bronze, Silver or Gold).

Full details will be provided of the blocks once the NDA (non-disclosure) has been signed.

We will provide the compiler, syntax of the executable and all other technical details. You just need to develop the web interface that details with the customer and behind the scenes, call the .exe executable via a script.

(5) Customers can choose from 3 subscription options:

Bronze, Silver or Gold. Bronze is free and Silver and Gold would be chargeable subscriptions (via Paypal). Depending on which package they have paid for/subscribed, they get access to certain features of the web site.

This project will be very lucrative (profitable) for the individual/team who is awarded it. That is because there will be on-going new features that will need to be added as Phase-2, 3, 4, 5, 6, etc of the project. So this will be the beginning of a long business relationship!

Full support will be provided i.e. which block generates which code and the details of each bit of code. What we need is a person/team, who has outstanding web development experience. Not only does the website need to do all of the above but it also has to be visually stunning.
