Craft CMS, Hosting, PHP, DNS on VPS Needs Restoring & Staging

We have a website, https://groomarts.com, that is running on a VPS. The VPS is PHP-based and has Craft CMS installed, which is currently on version 7.4 and reaching its end of life. We are facing an SSH issue and a PHP/Craft problem when restoring a backup. The backup contains two versions of files in the MyFiles directory on the website.

We would like to hire a freelancer to restore the backup and bring up a staging environment. The freelancer should have access to the VPS's MySQL, MYPHP, and other necessary tools. If given the complete backup, the freelancer can bring up the website in a staging environment, and we can work with them to find a permanent solution either on our VPS or elsewhere.

We are looking for a freelancer who has experience with Craft CMS and VPS hosting. The freelancer should be able to work independently and communicate effectively to resolve the issues. We are open to suggestions and recommendations for a long-term hosting solution for the website.
