Copy a Website and Make Alterations, Provide CSS and site in HTML

I would like a site copying and altering to fit my brand.

I need it in HTML with CSS for me to be able to then content manage on a CMS. The successful bidder will preferably advise on /provide CMS too.

The site I\'m looking to copy can be provided.

I have mocked up what it may look like attached with my logo.

I would like the line underneath Features (taken from my logo) to slide between each menu button when menu buttons are selected. I would also like a glow underneath it as if it were a light (a bit like the original)

The background can be kept white but I would like to be able to interchange different backgrounds using pics. More info will be provided during bidding.

I need four little graphics doing to go on the top of the home page, to fit with the site to demonstrate the product. This could be done by a bidder if you are a graphics person or I could get it done separately.

I would even like to retain the look/ spacings of the original so I hope this will be a straightforward request although I would prefer a bidder with graphic design skills as well as a templater/coder as some slight alterations are required.
