Convert XD files to responsive html5, css and js (w3c valid)

I would like a set of pages to be converted from some XD files (based on mobile, tablet and desktop) to html, css and js. Pages should be fully responsive with semantic use of HTML elements (header, article, footer, section, aside etc). Javascript should be implemented gracefully, to allow basic functionality to work on all platforms. Cross browser compatibility is a must (IE10+, Edge, Firefox, Chrome, Opera, Safari), as is the use of validated html and css (by W3C service).

Also, it would be helpful if you add an estimate of the amount of time you may need to realize the code.
