Code responsive CSS single page from existing website

We would like to create a single mobile friendly web page to accommodate Google's new listing regulations for responsive coding. Please quote to create a single page responsive version of the homepage seen at www.fatpromotions.co.uk which retains all existing links through to the main website. It needs to totally match the current design and colour palette, plus be a nice version, not just shrunk to fit the screen. Coding requirements include:
• use minimum heights, rather than fixed
• use relative positioning rather than absolute
• order the content columns as the page reads - e.g. 1 at the top, 10 at the bottom.

Please give total project price, not hourly rate, as well as delivery time and sample URL's of your simiilar CSS work.
