Code needed for Wordpress site: Allow users to manipulate images

For our EXISTING AFFILIATE website we need some simple web-compatible code to implement a new feature on the site (coded in php, and probably javascript or similar), as per below.

NOTE: You can save your application from the bin if you simply READ the requirements with diligence, rather than to copy & paste standard text and hit the "Apply" button! Better to READ properly ONE job and apply with precision, than having to read and to apply to countless jobs, isn't it? Yes.

Also note that each of the features we require already exists in different wp plugins, but we want a single custom solution.

The SHORT version of the requirements:

1) Create wp db table for PRIVATE images "folder" for each registered user (and of course connect it to the rest of the EXISTING wp installation: profile page, admin page).
2) Allow users to drag, resize, rotate (and tilt) images on screen.
3) Allow users to save their manipulated images to their PRIVATE image "folder" in our EXISTING wp installation (and of course allow them the image "admin": rename images, download images, upload images, (email them)).

* Please send YOUR BID (if you decide rather to offer only certain points of the attached requirements, clearly set out which of them you include/exclude and how much those would cost extra!).
* As said this is an AFFILIATE website, my wife and I are not a shareholder company that will splash out the cash on this. The site will only make small commissions on each successful referral. In other words: Budget your bid sensibly, be reasonable.
* We seek a long-term business relationship (other projects) with the chosen PERSON (in or outside a company structure - it's people who work together), hence we seek a RELIABLE contractor, who actually does what he promises he will do(!). And that's how we will set up the contract.
* Do not even think of requesting any payment before you do the work. Instead the agreed amount will be put into a trust/escrow account, and in the unlikely case of a later dispute the trustee (eg pph, not we, not you) will decide if you delivered the work AS PROMISED. Promised income for promised work.
* Please do NOT send "company profiles", instead address each of OUR points briefly and clearly - that's the best advice you will ever get how to win contracts(!), from ANY employer! Make use of it.
