Build a dress-your-avatar game in HTML5

Need an HTML5 expert to create a simple dress-your-avatar game framework, something along the lines of this: http://www.faceyourmanga.com.

The avatar designs will be supplied (faces, hairstyles, clothes etc), we just need a drag-and-drop framework to allow the user to create and dress their character.

The game also needs to have a quiz at the end (10 questions approx, after the user has created their avatar) which will then feedback the details to a server and enter the user into a competition.

Mobile compatibility is a key requirement - there will be native apps created for iOS and Android which point at this web app, so think responsively! :)
