Bootstrap Responsive One-Page Site - convert from PSD

I'm looking for a real expert of Bootstrap to help and assist me during the development of a Responsive One-Page Site.
Excellent knowledge of jQuery is also required.

I will consider for the award of work who is able to implement the jQuery scroll function in this absolute position layout. The home must be 100% width and 100% height. Clicking on another menu item the navbar must scrolls up with the homepage and stop at the top. Somethink like this but in a full size homepage http://www.blastprocessor.co.uk/
