Booking/bidding system with automated email send

We need someone to design a automatic bidding system which a customer would fill in a form with there address, willing to travel distance, and vehicle type required and the form would automatically search the database of suppliers by distance and automatically send them the quote form for them to fill in and return. This would then be returned to the customer. Not a tech person but any ideas if this can be done.
