Arabic Video and Blog Site

I need a designer to help develop a wordpress based RTL arabic website with very simple functionality.
The website is for cultural and political studies.

Requirements:
- Website must be RTL (Arabic friendly)
- Must be mobile friendly
- It should have the capacity to play self hosted video and audio files.

Pages needed (4):
خطب: This is a video page
دروس: This will be audio series (similar to like video box sets but in audio form. It will also host individual audio files)
كلمة سريعة: These are for short blog pieces
مقالات: This are for longer reads
كتب: This is for books and publications
