API Based Web console solution

We have a web site that allows users applying for membership to download a PDF so
they can fill it in and return to us (either via email or Post). Our Goal is to move this
process to be completed online so that the experience is better for our applicants, and
so that we can automate the membership approvals process in the future.
We would like to use a wizard approach where first the user requesting membership
enters some data into a web page (Name, Email, Address, Phone etc..). The user
would then submit this data and then be immediately presented with our membership
application form.
This would be pre-filled with their data (from previous screen) and may require additional data entry. Users would sign this form which would then be delivered to our membership services team. Once the user has signed the form, they should be redirected to a page stating their membership is being processed and that we will notify them of the success in the next few days.
The user should also receive an email from us including a copy of the completed application form and information notifying them that their application is in progress.
Any features you feel would be applicable in our situation would be greatly appreciated
