Advanced Configuration of MikroTik Hotspot

Description of every page/module: Hello,

We need someone with advanced knowledge of MikroTik routers to setup and optimize a configuration file for MikroTik routers.
Description of requirements/features: What you need to setup:

Optimizing the hotspot:
-In terms if the connection speed is not fast enough not to let in other users until some of the already connected ones disconnect;
-Not to allow users to connect if they are too far away and are getting very little signal.

Hotspot login:
-On devices such as iOS devices, when you connect to the wifi a page needs to pop-out that will let the user authenticate;
-What is a way to get the Mac Address of the connected user through PHP;
-Authentication will be done on an external server (we will no be using Radius);

Router:
-The router needs to be split into LAN and Virtual WLAN. Virtual WLAN is going to be the hotspot as a virtual AP;
-LAN and Virtual AP need to have different IP addresses;
-On the virtual AP sharing between devices needs to be disabled;
-We want browsing history to be emailed every 24 hours to a special e-mail address;
-Set up a secure firewall;
-(optional) The ability so change the routers settings remotely - like name of WiFi AP etc...
