A Small web application

I am looking to have a small membership site where I can do the following

Have a page where there is a text field that you can paste text into. When you paste the text and hit a button, I want any urls that are in the text to be listed and all the rest of the text to be gone.

Then there to be another button that says ping. When the ping button is clicked it opens up a box that shows the pinging services that we offer and then a Ping now button. When the ping button is clicked I want to use API for the pinging services to be activated and have the links pinged from that page.

I would also on another page like there to be a video submission form where there will be the fields; Video URL, Title, description, key words, category as well as a submit button where when it is clicked it will use the API of the video submitting service that we use in order to submit the video.

I also want to be able as an admin to be able to limit the number of video submissions and link submissions that they are allowed to use in a specified time frame

I am looking to get this created ASAP so please let me know if you can do this, how fast, and the cost.
