A browser-based UI with animation when clicked

Description of requirements/features: To create a browser-based dashboard page which allows the user to browse various items by clicking on them, which in turn produce some animation. For example, clicking on a circle makes the circle expand into multiple sub-circles. The attached example is a static example. At first the user sees the big blue circle. When they click on it the other circles expand from it. Each sub-circle is a site link that opens in a new browser tab. The page must allow some configuration by administrators, such as the ability to modify the number of sub-circles and links. The page must work on Internet Explorer 11 with compatibility mode enabled (unless compatibility mode can be forced off).
