3-column responsive E-Mail Signature Template from static JPG

I am looking for somebody with a high level of experience in creating multicolumn, responsive E-Mail Signatures which will work on all of the important clients such as Outlook, Windows Mail, Apple Mail, Thunderbird and Mainstream Webmail providers like Gmail, Hotmail, office.com etc.

It will basically be like the sample attached, even if the actual template could be a bit more modern and adhering to best practices.

We will need one template file which we can then install for each member of staff, adapting their contact ínformation etc.
