Looking for experience software developer and website developer

Hi,
Im looking to develop software for the Hotel industry website.
Timeline for development maximum of 2 weeks. The cost will be 600 if you finish website by 2 -3 June and implement all necessary software spaces on the website or 500 if completion will be by 10 June.
Here is what we are looking at:
a) Complete unfinished website built in Laravel and PHP http://www.LuxuryHotels.website (tasks attached)
b) Develop the software and implemented into this website. However, I will need for this software to be suitable for any framework website in the future.

Our Luxury Hotel Platform (once it finished) needs to be implemented a new innovative AI technology Software where Travellers will be able to negotiate directly and instantly with each Hotel listed on our website and "Bid their own price" for the accommodation they required. The Hotel can accept the price Travellers willing to pay on certain dates or send back a Counter Offer.
Besides that Hotel will be able to publish their own discounts or seasonable offers at any time they want and these type of discounts will be visible on each Hotel profile rooms as Old price lets say £200 and now its 50% off and the price is £100 and valid for the specific dates only or until the date....BUT THAT’S NOT PART OF THE AI TECHNOLOGY.

The Smart Negotiation Solution AI Tech “Bid Your Own Price” have to work instantly between Hotel and the Travellers but at this stage only through our Platform. Software adds an element of excitement and addresses the needs of a young generation of luxury travellers in particular.
We want to launch a new function on our booking platform with the best price guarantee with an AI-based algorithm that will provide guests with the opportunity to offer their own price proposal when booking a hotel room. Discounts between 10 to 70% are possible as well as seasonable discount vouchers can be added to your Hotel Profile.

The main difference between the existing platform

a) our AI tech will give the traveller an instant answer. (No waiting time)
b) We need to make sure that Travellers can communicate directly with the Hotels and “Bid their own Price” on our Platform which will be automatically sent to the Hotel and Hotel will have an instant notification about the price they want to pay, number of people and the dates they want it to book.
