WPF WCF MVVM application

I have a C# WPF WCF application I'm having issues with the webservice in one of several projects not building. I have been told I have issues with the bindings in the app.config file. Need someone familiar with WCF .Net 4.6.2. This application was working find previously and something changed, possibly in the app.conf, web.config or both. Should only take a couple of hours for someone who knows what they are doing. I will post source code to the accepted candidate.
