WPF Datagrid Virtualization Sluggish Scrolling Issue

I need help fixing the sluggish scrolling in my WPF Datagrid which has virtualization turned on for both Datagrid and Datagrid rows. I found this blog post on how to fix this but it is for C# and ModelView, but I need the solution in VB.
