Woocommerce Advanced Coding

I am in the process of building an ecommerce website via wordpress, hopefully using woocommerce. I can set this up on my own.

I have a specific request from the client and want to see if a coder can handle it, as woocommerce (or an extension) cannot accommodate the request.

From client:
There are 50 locations that will be using this company store. The client would like a drop down box that shows all 50 sites and allows the invoice to be sent to an administrator at the site chosen from the drop down box to approve or deny the purchase. An order notification will be sent to the promotional company, and a monthly statement of items ordered will be sent to an overall administrator.

The end user will add to a shopping cart and order fulfilled from their administrator -- no payment actually accepted online.

Note, I have not started the project yet, but would like to know price and/or if this can actually be done and timeframe.
