TortoiseCVS bug fix

I need a quick fix on the bug #1387 Edit policy "Concurrent or exclusive editing" broken (http://sourceforge.net/p/tortoisecvs/bugs/1387/) in current TortoiseCVS release (TortoiseCVS version
1.12.5). The main problem is that TortoiseCVS is using the wrong command option for Exclusive edit (see attachments). It uses cvs edit -c (which only checks if the file is being edited by someone else, but does not block the edit command). It should be using the command cvs edit -x -c.

You will:
1- create a development environment from the GPL source code of TortoiseCVS (http://tortoisecvs.cvs.sourceforge.net/tortoisecvs/)
2- you will update the code with the fix intended
3- you will make a new installable package (exe)
4- you will then followup with the community to apply the patch in to the main stream so it can be included in the next release

1- Developers with track record of using Visual C++ 8.0/9.0
2- Developers who have participated in TortoiseCVS are preferable
