Someone to code a multicast group listener list program on RHEL

Am after someone (a talented C developer) who has a good understanding of Linux and networking (particularly multicast ).
Am after a solution where can run a command or program and the program will return a list of servers (in same subnet) currently listening on same multicast group.
If it's possible ideally after someone who could code and supply a c program to acheieve this . Target platform in question is RHEL 7.x

Am happy to chat through scenario online with candidates if preferred before person starting work on project.
