Snapping polyline Code creator auto cad

I require the development of an AutoCAD plugin to facilitate polyline measurement with labeling. The plugin should enable the user to sequentially select points to create a polyline with horizontal and vertical segments connecting each point. As segments are added, the tool should provide the dimensional measurements of individual segments near their endpoint in a formatted feet/inches labeling scheme (e.g. 10'-5"). Segment endpoints should also be numerically labeled in sequence. Finally, a running total of the polyline length should be dynamically displayed alongside the drawing area. The goal is to expedite dimensional polyline creation and analysis in AutoCAD for layout and construction documentation. AutoCAD experience is essential to program the VBA or .NET based solution to meet drafting workflow needs. An example pictures is attached for what I’m looking for
