Small Raspberry Pi project

General information for the business: We operate laser systems in clinics
Kind of development: New program from scratch
Description of requirements/functionality: I need a small program that controls access to our laser systems with the following specs.

This is a raspberry pi project and the hardware will consist of :-

1 x Raspberry Pi
1 x 7 inch colour touch screen
1 x PSU
1 x rea time clock
1 X 240 volt relay board.

I need the software to control on/off of our laser system and log use by time and date, user and Patient name. This is how it will work.

I want the Pi t boot directly into this program and not allow users access to the OS or any other part of the Pi. Admin access will be by password. There must be an onscreen keyboard.

I will install the system on the main power line with the relay truncating the main feed.

On power up the unit will display Machine ID, 4 boxes and 0-9 digits and ask the user to input their 4 digit PIN. On verification the unit will with the N/O relay and allow power to the laser for a preset time.

The unit will log the time, date, user, period and send a report to XX address.

Admin mode. Enter 4 digit admin PIN which allows the following parameters to be set/

User (4 digit PIN)
Time, date
Machine ID
