Sharepoint /onedrive Development office 365

I need a sharepoint/onedrive programmer to develop a basic front end, with project files, with a common file structure inside each project file.

Its for a construction/engineering related company with about 50 staff

Staff log on.
They see calender, meeting room, Availabilty, staff annoucemnents etc.
Common files to access for all staff such as
H&S
Forms
Policies



Then we have a project section. With project members having various access levels
Each project will have these folders
Estimate
Construction
Finance

Each folder will have the same format inside.

Just a simple portal for staff to access infomation etc.

Open to other suggestions on how this can be developed for better workflow
