Ruby and Rails web application

I need you to make a ruby/rails web application which will run on a ubuntu OS and in the cloud Heroku.

The application should be an information management system and be implemented using Rails.

Should be able to add, edit and view records within the system

Integrated search functionality should be included

Comments must be in the code files clearly showing what is being done.
A document must also be done at the end of the project, i can supply a template
