Review PHP code, Review Current SERVER SETTINGS and Optimisation report

Description of requirements/features: My PHP programming is 7 years old and recently I have had a lot of changes with various programmers. We are now running into Coding issues and conflicts that are causing the site to be eratic and loading problems for mobile devices etc... I have upgraded the dedicated server but am being told that the ram is now TOO small only after increasing it by 3 times 3 months ago.

I recently had some Responsive work done to the pages and there could be problems with that coding.

I need a report and recommendations on the changes needed to optimise this programming/Coding and ALSO THE SERVER SETTINGS. This page Is LIVE with many thousands of daily users and I have A new wider page layout being created as we speak.

I need this report urgently with recommendation and point that I need to correct.
