Python to Midi

I need a Python script to send midi signals through the commandline. There is a Python library for that.

I need to send a Midi signal to a mac with Qlab on it. So the receiving part needs to get the signal (example): Note G velocity 44.
The sending script would give this command with command-line parameters: "Python script.py G 44"
(the IP address (eg 192.168.1.1, can be hard coded in the Python script)
Receiving script can be python or a suggestion for prefab software,
