Python Expertise Needed

I am looking for someone with a high level of python capabilities. The design includes writing functions that will be called by a GUI. These functions will be required to signal/command certain SDRs to run a specified program. The communication with the SDRs will be through ethernet. You will need to program the commands using Ethernet protocols. Additionally, the coding will also be required to log and send input and/or output data. The first part of this project is to determine/list the needed functions and the steps needed to achieve each function. The actual coding of the design will come later. Further details will be supplied as needed to produce the first deliverable. The first deliverable should provide enough details such that a detailed flow diagram can be made from the information to accurately display the functions and how they will be achieved.
