Program algorithm(s) for use in Mobile App

I have developed and drafted customer question and answer processes which will be used generate a document or end response but I need this to be coded so that it can be used in a mobile app interface to automatically generate this material. The budget is not set in stone and there are likely to be follow on requirements for different processes to be coded.

It would also be helpful if you are able to assist with development of the mobile app itself but if not, this may be done separately under a different project in any event as it will require some interface design also.
