Prestashop back office tool

I am looking for someone to take my existing code from prestashop 1.6 and make it work in prestashop 1.7.
This is a simple backoffice tool that is on a custom page and also in the orders menu. Right now there are 2 parts. I want to remove the first part of the code and keep the second. Then i want to add two more options for the second part of the code. Again i have a working 1.6 example so this should make this job go quick.
I noticed 1.7 no longer had administrator/menus so you will need to make a module out of this or create a hook or class i forget but i am sure you know how to add the page to an existing menu.

Here are the 3 options:
1. Enter customer order number and enter download limit value. (Updates single customers limit) (already coded for 1.6)
2. Select by product and enter download limit value. (Updates all customers limit based on this product)
3. Select all products and enter download limit value. (Updates all customers limit for all products)

EST time is 1-3 hours.
