Prepare a script to read from multiple systems to create one golden record

General information for the business: Data management and data cleaning
Kind of development: New program from scratch
Description of requirements/functionality: I have data in 5 different systems (5 tables).
Each of the tables has information about a person (Name, Location, Size....etc.), But the data is of various degree of accuracy and completeness.

The script that you generate must create a record for each person from the 5 tables based on specific 1) priority and 2) rules
For example, the person's name should come from system A if available but if it is missing (or if NOT accurate) then go to System H to get it.

This has to be done in a way that I can take in any number of tables to create ONE table from it.
Specific technologies required: Prefered is Java but open to other idea
OS requirements: Windows
