Postcode Area Map Generator

General information for the website: Generating maps
Description of requirements/features: I need a webpage that will query our database of UK postcodes, geocode the postocdes and display the postcode areas on a Google map.

The process is as follows:

1. Pull a list of Postcodes from the DB, we use MSSQL (NOT MySQL) . This might require the user to select a persons name who is attributed with postcodes or select a 'region' which has a number of postcodes.

2. Batch geocode all the selected postcodes either using google maps API or an open source alternative (http://postcodes.io/)
2.1 To reduce the impact on the 3rd party API. Store the LatLong coords in the database to be used the next time the data is selected.
3. Display the areas of the postcodes on the map
3.1 Each area should be click able and have a pop-out window detailing the User, Region & the postcode
3.2 If the user selects a region to display mutliple areas, then each area should be given a unique colour.
4. There should be a "clear" button to remove the users selection
5. The website does not need to work on mobile devices but would be a bonus if it did.


Important stuff to consider:
1. We are using the laravel framework so it MUST integrate with this or be built using laravel and I will integrate.
2. All MSSQL queries will be supplied by myself, NO access to the database will be given.
3. I can host the project in my BitBucket account
