Pop-up visualforce page which displays a message when a record is opened

1. The pop-up message should display a message only if the Risk_Level__c = High, Medium or Low and the message displayed will be the message in a field called Risk_Assessment__c. If the Risk_Level__c = High then the message must be displayed in Red, if Medium then message must be displayed in Yellow and if Low then message must be displayed in green.

2. Create a visual force page to be embedded in the detailed standard page to replace the relatedlist section Secondary Clients/Cases
