PHP Script Writer to build site Req

Hi, my name is Jordan and I am currently started a project for young reporters in Scotland. I currently have a PH SQL system built for young people. The system it self is great and works great however I do not have a front end site. I would be looking for someone to run through the coding and setup a corn job which would release the articles to the site every 15 miss. Then getting a script for the main site to pull from categories and various other things.

I am flexi on timescale and this code be an on going project in development.
