PHP Guru needed to edit simple script

General information for the website: script
Num. of web pages/modules: 1
Description of every page/module: I have a php script.

Currently it parses data from CSV
it reads 1 row, outputs to php
It then reads 2nd row, appends to the php.
and then outputs into 1 php file, which is a long, long document

I need it to do the following:
. Instead of creating 1 document, I want to create a new directory for each row of the CSV.
Directory must be from the csv file - e.g. director would be named after column 2.
Then the php output is inserted into index.php of that page.
Then it would go to the next row.

this is a really easy job



Must be able to start AND complete in the next 2 hours
