Online Video Converter Script

General information for the website: This project is for building a script that can convert audio and video formats with respect to bit rate and resolution strengths.
Kind of development: New website from scratch
Description of every page/module: The script should incorporate and facilitate proxy servers to prevent online video sharing site from blocking the conversion process or blocking the conversion site ip address (Very Important)
Description of requirements/features: Main goals of the build are:
1.Convert video from an online video sharing site to another video format or other audio format(s);
2.Convert video and audio from a personal computer to another video format or other audio format(s);
3.Create a ringtone from either of the methods above that can be edited prior to the output format.
The script should cross-convert the following formats:
MP3
MP4
ACC
OGG
MIDI
WAV
WMV
AVI
FLV

While the resolutions of output video formats can be discussed later, output audio formats should be of the following bitrate:
96
128
192
320

The script must be compatible for operation for these sites prior to launch:

CMS and Admin requirements: The script should utilize an admin page/control panel too.
