.NET stdole.dll error

I am using vb.NET to write an application which uses vsview (Component One Studio) and VideoCapsX https://www.fathsoft.com/videocapx.html COM controls. The application works fine on the development computer but throws an error when deployed on any other computer:

I suspect that there is a simple solution but I can't find it and support at both companies has drawn a blank.
