Need an Arduino project completing - ideally UK based

A physical output is required and so UK based is probably best.

We require a device to measure measure water tank drawdown level vs time.
The Arduino+ sensor would be placed at the top of the tank looking down at the water surface.
We expect sampling to be in the range every 0.5 -1 s. The experiments typically last 5-20 mins so not too many data points (600-2400 data points).
It would be useful if the sensor/arduino was battery operated with WiFi back to a PC but a lead could work also so the data can be viewed in real time.
Ideally there would be a start recording and stop recording function again probably powered by PC.
Once the experiment is over and the recording function is stopped there would be an export CSV (time Vs level).
