Kind of development: New program from scratch

Description of requirements/functionality: We have designed the GUI in an open source program called Pencil http://pencil.evolus.vn/
OS requirements: Windows
Extra notes: This is the first of five similar projects, two based upon existing systems.
I am getting system errors when trying to load images and pdf's so I shall add these later.
